        In bijlage 16 van het document ‘Uitvraag MER Bestemmingsplan M4H’ is een overzicht opgenomen van de diverse milieuaspecten die onderdeel zijn van het op te stellen MER. In de op te stellen NRD, door de gemeente, zal dit overzicht verder ingevuld worden.

        Perceel 2: onderzoek luchtkwaliteit en stikstofdepositie.

        Onderdeel van het MER is een passende beoordeling (PB) voor het gebruik van de gronden binnen M4H. Gelet op het sneuvelen van het PAS, waarin ontwikkelruimte voor M4H was opgenomen, is specifieke expertise op dit punt wenselijk. De verwachting is dat de scheepvaart de belangrijkste bron zal zijn. Hier ligt een relatie met het aspect luchtkwaliteit en de modellering daarvan. Momenteel vinden op enkele locaties in de binnenstad nog overschrijdingen van de luchtnormen plaats. Op voorhand valt niet uit te sluiten dat de ontwikkelingen in dit plangebied hier een bijdrage aan leveren. Op te leveren producten: passende beoordeling (incl. onderzoeken) en zelfstandig leesbaar rapport luchtkwaliteit. Het rapport luchtkwaliteit zal als bijlage in het MER worden opgenomen.

        Perceel 3: nieuwe zonering, akoestisch model en geluidonderzoek

        Perceel 3: nieuwe zonering, akoestisch model en geluidonderzoek.

        Onderdeel van het bestemmingsplan is het gedeeltelijk dezoneren van gezoneerd industrieterrein. Gevraagd wordt om in afstemming met de betrokken partijen een nieuwe zone te ontwikkelen met de bijbehorende toetspunten. Vervolgens is een geluidonderzoek nodig voor het MER. Dit onderzoek zal ook toepasbaar moeten zijn voor een op te stellen parapluherziening voor de delen die nu nog binnen de geluidzone liggen en buiten het plangebied. Deels ligt dit gebied op het grondgebied van de gemeente Schiedam. De gemeente Schiedam werkt hieraan mee. De gronden binnen de gemeentegrenzen van Schiedam zullen in zijn geheel gedezoneerd worden.
