         Vanwege de langere looptijd van het beoogde hosting en TAB contract, ten opzichte van het Kantoor Werkplek Netwerk (KWN) contract, wil UWV, naar huidig inzicht, de mogelijkheid behouden om op termijn de volgende diensten onder te brengen bij gegadigde.

      In verband met de aanbestedingsprocedure hosting en TAB-diensten van UWV met referentienummer TN 127231 heeft UWV een aantal aanmeldingen ontvangen. Wij hebben de aanmeldingen beoordeeld en de uitkomst van het selectieproces is dat wij hebben besloten om de aanbestedingsprocedure af te breken en opnieuw te gaan doorlopen.

      De reden daarvoor is dat gebleken is dat er in deze procedure te weinig (uiteindelijk slechts 2) gegadigden, overblijven voor het vervolg. En dat aantal acht UWV onvoldoende om de concurrentie te realiseren die het heeft beoogd en noodzakelijk acht. Immers, UWV beoogde in deze procedure met 4 inschrijvers de inschrijvingsfase in te gaan. UWV verwijst onder meer naar het arrest van het Hof van Justitie in de zaak Croce Amica (ECLI:EU:C:2014:2435), waarin is bevestigd dat het ontbreken van voldoende concurrentie een gerechtvaardigde reden vormt om de aanbestedingsprocedure af te breken. In de onderhavige situatie acht UWV daarbij voorts van belang dat er ruim voldoende gegadigden blijken te zijn en meer dan 2 gegadigden belangstelling hebben getoond om ter zake van deze opdracht te concurreren, doch dat een aantal door vooral (onnodige) formele gebreken ter zake van de aanmelding zijn afgevallen. Er liggen derhalve voldoende mogelijkheden binnen handbereik om de gewenste concurrentie wél te realiseren.

      Wij zullen na deze publicatie inzake de beëindiging direct een nieuwe aanbestedingsprocedure aankondigen, zodat er zo min mogelijk tijd wordt verloren.

      Voor de gegadigden die een aanmelding hebben ingediend geldt een Alcatel-termijn, waarbinnen zij desgewenst nog bezwaar kunnen maken tegen dit besluit tot beëindiging en het opnieuw publiceren. Deze Alcateltermijn valt deels samen met de termijn om een nieuwe aanmelding in te dienen.
