         De stranden op Vlissings grondgebied zijn in eigendom bij de Staat en het Waterschap Scheldestromen.

         Door middel van een overeenkomst met beiden heeft de gemeente Vlissingen het recht om deze stranden te exploiteren en te beheren.

         De exploitatie en het beheer van de stranden wordt als een gemeentelijke publiekelijke taak gezien waarbij vanuit toeristisch recreatief oogpunt bezien een minimum onderhoudsniveau is gewenst. Voor het Nollestrand en Badstrand gelden de criteria van de Blauwe Vlag als uitgangspunt. De gemeente Vlissingen wenst de exploitatie en het beheer van de stranden onder te brengen bij de Stichting Strandexploitatie Veere en is voornemens om een uitsluitend recht te verlenen aan en een overeenkomst te sluiten met Stichting Strandexploitatie Veere.
